What is" INDIA OUT POLICY" by MALDIVES GOVERNMENT?

Last Week, Maldives terminated The Hydrographic Survey Agreement with India, in a significant move towards the "India Out" Policy.

1. What is the "India Out" Policy of the Muizzu Government? 

The current President Mohamed Muizzu belongs to the People's National Congress, which was founded by another pro-China President, Abdullah Yameen. Current President-elect Mohamed Muizzu is a close associate of former Maldivian President Abdulla Yameen, who served as the Maldivian President during 2013-18. 
 During his tenure, India-Maldives relations reached new lows. Abdulla Yameen opted for the "China First" policy and moved away from India, bringing China into the picture of the Indian Ocean. He agreed to a free-trade agreement with Beijing. Yameen's "China First" policy resulted in Maldives' debt to China rising to around 20% of Maldivian's total GDP. 

In 2018, Ibrahim Solih, a pro-India leader became the Maldivian President and opted for the "India First" policy. During his tenure, India signed a Hydrographic Survey Agreement with Maldives, in 2019, that both countries would jointly chart waters in the areas surrounding Maldivian territory and conduct surveys. In fact, in 2022, utilizing the agreement, INS Sutlej, an Indian Navy's hydrographic survey vessel, took part in a joint survey with the Maldivian government.

However, in 2020, former president Yameen's party launched the "India Out" Campaign which attempts to portray India as a foreign force trying to undermine Maldives' national security and interfering with its internal affairs. Since being elected president of Maldives, Muizzu has: 

 (1) Asked India to withdraw 77 Indian troops that are stationed in the Maldives to operate helicopters and surveillance aircraft that India has gifted to the Maldives. 
 (2) chose Turkey for his first foreign visit, instead of India. 
 (3) skipped the sixth meeting of the Colombo Security Conclave, of which the Maldives is a founding member, along with Sri Lanka. 
(4) chose to send his Vice-President Hussain Mohamed Latheef to China for a meeting of the China-India Ocean Region Forum on Development Cooperation.

2. Why does Maldives Matter so much for India? 
India was one of the first countries to recognize the Maldives as a country, in 1985. India has gifted the Maldives with Defense equipment such as High-Speed Patrol Boats and Dornier aircraft. India has invested heavily in Maldivian infrastructure, airports, and Housing. 

But, why all of this for this tiny island nation? 

To Keep China Away from the Indian Ocean! How?
Because Maldives is just 2000 km from the Indian coast, and India wants China away from its coasts at every cost. In short, India can't afford China's Presence in the Indian Ocean at any cost. 

To counter China's influence in the Indian Ocean India is countering in many ways with the help of a diamond nucleus strategy but change in the Maldives government which is pro china once again we may see an all-time low India-Maldives relations .
